President Bush declared a National Emergency on September 24, 2001 and issued Executive Order(EO) 13223, just after the 9/11 attack on the World Trade Center in NYC. President Bushs' National Emergency is still in effect today. Executive Order 13223, orders the Ready Reserve of the Armed Forces to active duty and delegates certain authorities to the Secretary of Defense and the Secretary of Transportation, under title 10 of the United States Code. Title 10 refers to 'general military law'
